Building and Planning

The central portion of Town Hall (2300 Elmwood Avenue), opened in 1953, has closed for renovation as of November 13, 2024. Town offices will relocate to 680 Westfall Road during the approximately 18 month renovation project. Police, courts, and library will remain at 2300 Elmwood Avenue. Mail should continue to be addressed to 2300 Elmwood Avenue. Thank you for your patience during this project. 

About the Department

The Building and Planning Department is a unit within the Town's Department of Public Works. The Senior Planner ensures that all building construction in the Town is in compliance with applicable building, safety and zoning regulations. The planning staff reviews proposed construction projects for conformity with the Town's Comprehensive Plan and overall community development goals. This department staffs the Planning Board, Zoning Board of Appeals, Conservation Board, Architectural Review Board, and the Historical Preservation Commission.

Building Code

The Town of Brighton has adopted the New York State Uniform Fire Prevention and Building Code with additional town requirements for sprinklers

Zoning Code

The Town of Brighton Code includes the Comprehensive Development Regulations which controls land use and development. 

  • Land Use Board applications include Planning Board (PB), Zoning Board of Appeals (ZBA), Architectural Review Board (ARB), Historic Preservation Commission (HPC), Sign Review, and Certificate of Compliance (C of C). Free computer and internet access is available at the Brighton Memorial Library, 2300 Elmwood Avenue (or any library in the Monroe County Library System with a library card). Please note: We currently do not accept payments online, but we do accept payments in person, over the phone, or could mail a check. For over-the-phone payments, we do not accept American Express cards.
